Homes and cars were submerged in waist-deep water after heavy rain caused flash floods in Pattaya, eastern Thailand, this morning, September 17.

Footage shows the scene on a suburban road where residents had to move to the upper floors of their homes to avoid being drenched by the tropical deluge.
